Chapter 9 “Other Work and Costs” of the SSR includes funds for those works and costs that are not reflected in the recommended system of estimate standards. For specific construction conditions, in agreement with the customer and with appropriate justification, other types of other costs may be taken into account in this chapter.

The work and costs that are not reflected in the recommended system of estimate standards include the increase in cost of work in winter; additional costs for transporting materials and structures in excess of those taken into account in the unified transport scheme for the region; the difference between the actual cost of electricity and that taken into account in the TSC EM collection, etc. Costs that take into account specific construction conditions include costs for the mobile and traveling nature of work, costs associated with carrying out work on a rotational basis, costs associated with the relocation of construction and installation organizations from one construction site to another, costs for transporting large-sized and heavy cargo, etc. P. Estimated standards for additional costs when carrying out construction and installation work in winter (NDZ) are determined as a percentage of the estimated cost of construction and installation work (CEM) and are given in two sections:

section I - “Estimate standards for types of construction”;

section II - “Estimated norms of additional costs for structures and types of work.”

The standards of Section I are used when drawing up estimate documentation and determining the estimated limit for additional costs associated with the performance of work in winter, and can also be used for settlements for work performed between the customer and the contractor.

The standards of Section II are applied when making payments for completed construction and installation work between general contractors and subcontractors, regardless of departmental affiliation.

When using NDZ, it is necessary to take into account that these standards are annual averages. LDZs are established by temperature zones depending on the temperature conditions of the winter period (eight zones in total) and by average values ​​of the specific gravity of the duration of winter time in a year. The Republic of Bashkortostan belongs to temperature zone IV (the average share of the winter period is 0.45). For example, for residential brick buildings in the Republic of Belarus, the standard for additional costs is 1.7% of the estimated cost of construction and installation works for chapters 1-8 of the SSR.



The NDZ does not take into account the costs of clearing snow from access roads and initial clearing of the building area. The limit for snow removal in temperature zone IV can be taken equal to up to 0.6% of the estimated cost of construction and installation work for chapters 1-8 of the SSR.

In collections of average estimated prices for materials, products and structures (TSC MK 81-01-2001), the amount of transport costs is taken according to a unified transport scheme approved for a given region. For each specific construction site, the transport scheme for the delivery of materials included in the TEP may differ from the uniform one adopted during the development of TSC MK. If the actual costs of delivering goods differ by more than 10% from those taken into account in the TER, it is necessary in Chapter 9 to determine additional costs for transporting materials and products to the work site. Similarly, additional costs for the delivery of goods must be taken into account in cases where a temporary transshipment base is created for transshipment of materials from one type of transport to another, and this transport scheme was not taken into account in the unified transport scheme /2/.

The General Guidelines for the Application of TEP provide the cost of electricity taken into account when determining the estimated prices for the operation of construction machines (TCC em).
