What does the certificate look like?

The certificate for social security benefits must contain information about the company/enterprise, the position of the applicant, the time worked in this position, and monthly income. The certificate must contain figures on income for the last three months that preceded the month in which the benefit application is submitted. The salary itself must be included in the income form of the month in which it was paid to the employee. When applying for parental leave, the contents of the certificate must also include a statement that the second parent does not use his or her leave. But since a clear form is not regulated, its content can be criticized on the basis of the subparagraphs of the procedure approved by the Ministry of Health and Social Development of the Russian Federation on the use or non-use of leave to care for a child. The child's age should not exceed 1.5 years. The employer is competent to require dates of employment orders.

Who issues the certificate

To obtain a certificate of income, you must first submit a written application, which can be delivered yourself, sent by mail, or handed over by a legal guarantor. Certificate form

Deadline for receiving the document

In the Labor Code of the Russian Federation and in the order of the Ministry of Labor of the Russian Federation, there is a designated period for issuing a certificate of income for a certain period. According to this act, the employer is obliged to provide a certificate within 3 working days.

But the law does not say how quickly the tax service must receive the paper. Therefore, if the data that needs to be obtained from the tax service can be entered after receiving the certificate, then the deadline for receiving this data is not clearly stated anywhere. But if, to obtain a certificate, the company’s accounting department is forced to contact the tax service, then the period for issuing the certificate is a mandatory period of up to 3 days.

Benefit calculation

To calculate the average monthly salary, you need to divide the entire amount of income for the year by the number of days worked, without taking into account the salary that was paid as a bonus. Then the result obtained must be multiplied by the number of days worked for a certain period (in this case, 3 months). Days on vacation or absences are not included in this report.

For example, let’s say a person was awarded maternity benefits in the amount of 45,000 rubles. Maternity leave lasted 140 calendar days. In addition, the person received a salary for an incomplete month worked, in which he went on maternity leave.   • bases of income - depending on the method of calculation, these are cash orders, bank account, payment orders;
  • the certificate covers the previous 3 months up to the month in which it was requested;
  • names and positions of the approving persons - usually this is the director of the company and the chief accountant or individual entrepreneur, who are responsible for the accuracy and veracity of the data presented;
  • signatures of persons;
  • seal of the company or individual entrepreneur (the individual entrepreneur is not required to have a seal).

Before the table, the purpose of the document may be indicated - for submission to the Social Security Administration, as well as confirmation of the person’s work in this organization and for this position.

The certificate can be created in a special accounting program (for example, 1C), a standard computer application (such as Office products), or even compiled manually. The main thing is compliance with all rules of documentation and office work.

The validity period of the certificate is not regulated by law. But from the point of view of the requirements of Social Security and the purpose of the certificate - calculation for recognizing a family as low-income, it will be suitable only in the month that follows the last of the 3 months in the certificate.

To register at the labor exchange, the income certificate must reflect the average earnings at the last place of work for the last 3 months. How to calculate average earnings for 3 months for the Employment Center

In 2008, amendments were made to Law No. 1032-1 of 1991. The algorithm for calculating the earnings of citizens at an enterprise for a certificate submitted to the Employment Service was issued by Resolution of the Ministry of Labor No. 62. The average indicator is calculated for the previous 3 months, from the 1st to the 1st.   4. If the employee worked on a part-time workweek (day), the calculation procedure is slightly different: the amount of accrued wages / the number of working days of a five-day or six-day week.
    If the employee worked according to the summarized work time system, the rule for calculating hourly earnings in the average is applied: the amount of earnings in the billing period / the number of hours worked. Hourly earnings on average X per number of working hours in the calculation period. The number of working hours in the monthly indicator is calculated depending on the length of the working week introduced in the company.
