0.6 – in 1992;

0.8 – in 1994;
0.9 – in 1995;

How to receive amounts due

To receive compensation, it is not at all necessary to contact the exact branch of Sberbank where the deposit was opened during the Soviet years. What is the return of deposits from Sberbank of the USSR

In order to partially compensate for funds lost due to inflation, compensation for deposits dating back to 1991 is provided in 2018. The circle of persons who are entitled to payment of compensation for deposits dating back to 1991 in 2018, the conditions for the procedure and the amount of compensation are determined by the Federal Laws:

  1. No. 73-FZ dated May 10, 1995 “On the restoration and protection of savings of citizens of the Russian Federation.” By this legislative act, pre-reform savings of the population were included in the category of guaranteed, and the state accepted obligations to pay them in the future.

Who can receive Sberbank payments

Legislative acts provide that compensation for previously frozen savings of the population will be made according to existing:

  • until June 20, 1991, Sberbank deposits (as of this date, all funds in savings books were recognized as state internal debt, and later the state bank was transformed into a joint-stock company);
  • until 1.01. 1992 Rosgosstrakh agreements;
  • USSR treasury obligations;
  • certificates of Sberbank of the USSR.

According to the law, the following may apply for compensation for deposits dating back to 1991:

  • the depositors themselves, who were born before 1991;
  • in the event of the death of the owner of the savings - their heirs born before 1991;
  • other individuals who paid for the funeral services of the deceased owner of the savings.

Which deposits are non-refundable?

Compensation will be paid for deposits dating back to 1991 in 2018, subject to compliance with the requirements for the recipient of funds and the deposit. Savings owners or their heirs can receive money, provided that they have Russian citizenship. Investors living outside the country can also count on compensation, but provided that they are citizens of the Russian Federation. You should not expect to receive a refund of your savings:

  • persons born in 1991 and later;
  • when opening an account after June 20, 1991;
  • when closing a deposit in the period from June 20, 1991 to December 31, 1991;
  • if compensation payments for 1991 deposits were made in full earlier;
  • heirs - citizens of the Russian Federation, but on a deposit whose owner did not have Russian citizenship at the time of death;
  • on the deposit of the deceased owner, who does not have citizens of the Russian Federation among his heirs.

Can heirs receive the contribution?

The legislation of the Russian Federation provides for compensation from Sberbank to heirs of deposits dating back to 1991. The frozen funds of a deceased owner of savings are reimbursed to his close relatives, subject to compliance with established requirements. Compensation will be paid for savings that existed before June 20, 1991 and were not closed until December 31, 1991 in the event of the death of the owner (citizen of the Russian Federation), if the recipient:

Funeral compensation

Frozen funds of investors who died after 2001 are paid for funeral expenses:

  • heirs;
  • persons who are not related to the owner of the savings, but have paid for funeral services.

Funds are paid for these purposes even on closed deposits in the period from June 20, 1991. to 12/31/1991 In the event that during his lifetime the depositor received compensation of the accumulated funds in full in the prescribed amounts, Sberbank does not compensate for funeral expenses. The amount of payments depends on the balance of the deceased owner's savings account. If there is a deposit amount of four hundred rubles or more, the persons who performed the burial are paid 6 thousand rubles.

A fifteen-fold increase is applied if the balance was less than 400 rubles. For example, if there is an amount of 300 rubles in the account, the recipient will be paid 4,500 rubles. If the deceased has savings accounts in several branches of Sberbank, compensation for funeral services is paid only on one deposit of the recipient’s choice - from the account with a large cash balance. After payments are made, a bank employee makes a note on the original death certificate of the depositor.

Targeted contribution for children 1991

You can receive compensation for deposits made in 1991 in 2018 if the deposit was opened by a parent for a child before reaching the age of majority. The terms of the agreement stipulated that the money should be kept for at least 10 years, and then the bearer would be paid increased interest. As with other savings accounts, you should not expect to earn bank interest.

The amount of compensation will depend on the age of the recipient. Those born from 1945 to 1991 will receive double the amount of the unpaid amount; all senior persons will receive a 3-fold indexation of the balance of funds. The following can apply for frozen savings:

  • persons who opened a savings account;
  • heirs;
  • persons who paid for funeral services if the account holder died.

Deposit storage duration coefficient

Compensation for deposits made in 1991 in 2018 is determined taking into account the time the funds were kept in the savings account. To calculate the amount of compensation for savings, a reduction factor is used. It is equal to one for open savings accounts. Dependence of the amount of compensation on the period of savings.

Calculation formula

  • the age of the recipient, for which a twofold or threefold increase is provided;

To independently determine the amount of the due payment, you should use the formula. Persons born from 1945 to 1991 (depositors and heirs) are entitled to a twofold increase in the balance of the savings account and the calculation is carried out according to the formula:

For senior persons, a threefold increase in the deposit amount is applied and the amount of compensation is calculated using the formula:

For both formulas:

C – amount of compensation,

O – balance of funds in the savings account as of June 20, 1991;

K – coefficient that corresponds to the period of deposit closure (0.6 for 1992, 0.7 for 1993, 0.8 for 1994, 0.9 for 1995. 1 – for existing deposits or closed later than the listed dates);

P – the amount of preliminary compensation payments received (the 6,000 rubles previously paid to the heirs for funeral services are not deducted when determining the amount of compensation).

What amounts does the deposit balance consist of?

Recipients of compensation payments should take into account that they may be subject to accruals on amounts that have already been indexed. According to the Decree of the President of the USSR dated March 22, 1991, the size of all deposits as of March 1, 1991 was increased by 40%. The options for accounting, use, and payment of these funds are available to investors:

  1. If there were less than 200 rubles in the savings account on the above date, the deposit balance was increased, a corresponding entry was made, and funds could be withdrawn in cash after 07/01/1991.
  2. The amount of revaluation of savings exceeding 200 rubles as of 03/01/1991 was credited to a special account. These funds could be used after 3 years.
  3. For persons who opened deposits from March 1, 1991 to June 20, 1991. payment is made only according to the balance recorded in the savings book, since indexation by 40% was not carried out.

How to receive compensation for deposits of Sberbank of the USSR

Frozen savings are in the accounts of Sberbank, which in its activities is subordinate to the Central Bank. Investors or heirs should consider:

  5. Write an application for compensation payments and provide documents.

Application for compensation amount

Depositors themselves or their representatives can contact the bank to receive compensation payments if the account holder cannot independently visit a Sberbank branch. The legislation provides for the provision, along with an application drawn up in the bank’s form, of the originals of the following documents:

  • passport, which identifies the depositor and confirms his citizenship as of June 20, 1991;
  • savings book;
  • notes about the loss of the passbook in case of its loss;
  • a power of attorney issued by a notary, in the case of representing the interests of the depositor by another person, as well as a document identifying the representative of the owner of the savings book.

List of documents provided by heirs

Before contacting the bank, the heir needs to make sure that at the time of death and closing of savings, the deceased owner was a citizen of the Russian Federation. It should be noted that compensation is paid to another person only if he has Russian citizenship. To receive compensation payments, heirs must attach to the application:

  • your passport as a citizen of the Russian Federation;
  • a document confirming that at the time of death the investor was a citizen of the Russian Federation;
  • savings book of the deceased investor;

Who is entitled to compensation?

Every savings book from the collapse of the USSR is subject to compensation. But the compensation ratio varies for different groups of investors.

Citizens born before 1945 receive compensation in the amount of three times the balance of funds as of June 20, 1991.

Those born between 1945 and 1991 receive double compensation for the balance of funds on the same date.

Even if the deposit was closed after 1991, the investor is still entitled to compensation. That is, the investor will be returned the money that he has already spent a long time ago. and even with interest.

But depending on the year in which the deposit was closed, reducing factors apply. Like these ones:

0.6 - if the deposit was closed in 1992;

0.7 - the deposit was closed in 1993;

0.8 - the deposit was closed in 1994;

0.9 - the deposit was closed in 1995;

1 - the deposit was closed in 1996-2010.

Please note that if the deposit was closed between June 20 and December 31, 1991, then no compensation is due. They say that you received your money on time and spent it safely, so don’t wait any longer.

Sberbank compensates only one savings book per depositor. If there were several invoices, then any one is subject to compensation. Choose the one with more money and receive compensation for it. It is still unknown when the turn for the remaining savings books will come.

How to receive the money.

Compensation can be received at any Sberbank branch. It doesn’t matter where you opened it. All you need to do is provide your passport and savings book. Grounds for payment of compensation

During the existence of the USSR, the only real opportunity to place your savings in bank accounts and deposits was to contact Sberbank. However, the state has repeatedly returned to the issue of full or partial compensation of existing savings. Since Sberbank of the Russian Federation was not officially the legal successor of the liquidated banking structure, the allocation of funds for compensation was assigned to the federal budget.

The legal grounds for recalculation and payment of compensation were regulated by Federal Law No. 75-FZ of May 10, 1995. Let us highlight its key points that current holders of old accounts need to take into account:

  • persons whose savings were in Sberbank of the Russian Federation as of June 20, 1991 have the right to return the deposit balance;
  • the right to receive compensation arises only when funds are placed in government treasury bonds of the USSR and Sberbank certificates - if the account or deposit does not fall under these requirements, you can not count on compensation;
  • There are no restrictions on the deposit subject to compensation, however, the amount of the balance will be taken into account when determining the coefficients for calculation.

In addition, you can receive compensation for deposits made before 1991 at Sberbank, provided that money was allocated for these purposes from the federal budget for the current financial year. The state cannot pay all debts under previous obligations one-time, therefore, during annual budget planning, only a limited amount of funds is allocated.

Let's look at what conditions must be met in order to qualify for compensation on deposits.

Conditions for issuing compensation

The requirement to have an open deposit in Sberbank of the USSR as of June 20, 1991 is far from the only one. To do this, the following rules and principles apply:

  1. the issuance of compensation is one-time in nature, i.e. There is no point in re-applying;
  2. to streamline payments, the legislator provides for age groups - assignment to such groups entitled to receive money in a certain year is carried out by the Government of the Russian Federation;
  3. the right to compensation is lost if the cash deposit was closed before December 31, 1991, i.e. at the time of the collapse of the USSR.

In addition, the legislator also sets maximum payment limits, which we will discuss below.

If the depositor withdrew his money from the bank after December 31, 1991, he is among the potential recipients of compensation. However, the year of termination of the contract with the bank is significant for calculating the final amount of compensation. First of all, let’s look at which age groups can qualify for payment in 2018:

  • persons born before 1945 (inclusive) will be able to count on three times the amount of compensation from the deposit balance - however, a reduction factor may be applied to the amount, depending on the year of termination of the bank deposit agreement;
  • persons whose birth period falls between 1946 and 1991 will be able to claim double the amount of compensation, but also with the possible application of reducing factors for withdrawing money from the deposit;
  • heirs of the above categories of citizens can receive money - similar rules apply for this;
  • as an additional measure of support, payment of expenses for funeral services after the death of the investor is allowed, if the death occurred in 2001-2018 - the procedure, amount and timing of such payments are determined by the federal legislator.

In addition, even for the listed categories of persons there are additional conditions. For example, the amount of preliminary and/or additional compensation for deposit balances that were previously paid under separate orders of the state will be excluded from the calculation of payments. For heirs, the amount of compensation will also be reduced by the amount of payments already received by the investor during his lifetime, as well as by the cost of reimbursed funeral services.

As stated above, the year of termination of the bank account agreement and withdrawal of funds is important. For contracts currently in force, reduction factors are not applied, but in other cases this criterion will be:

  1. when closing a deposit in 1992, an indicator of 0.6 is applied;
  2. at closing in 1993, the coefficient will be 0.7;
  3. accordingly, for subsequent closure periods, reduction factors of 0.8 (1994), 0.9 (1995), 1.0 (1996-2018) will also be applied.

For example, if an application in 2018 is submitted by a citizen born in 1944 who closed an account in the amount of 1000 rubles in 1993, he will receive compensation in the amount of 2100 rubles (1000 x 3 x 0.7). A similar payment will be due to the heir of the specified investor.

Additional restrictions and prohibitions are related to the citizenship of the depositor, as well as the place of storage of funds. Sberbank of the Russian Federation will not pay money to persons who do not have Russian citizenship, even if they live in our country. For this category of account holders, compensation can be issued only in accordance with the norms of the national legislation of other countries of the former USSR.

If the investor is a citizen of the Russian Federation and meets the above conditions, he can count on payment of compensation. To do this, you need to submit an application to the territorial department of Sberbank of the Russian Federation at your place of residence, and also submit a number of mandatory documents (we will discuss the requirements for documents below). To calculate compensation in 2018-19, the following rules will apply:

  • the base amount for calculating compensation will be the actual balance of funds as of June 20, 1991 - it is determined by the nominal value of USSR banknotes in 1991 (for example, if there is a deposit of 1000 rubles, the amount of compensation will be determined precisely from this indicator, even if additional savings were made later);
  • the actual deposit amount is multiplied by 2 or 3 - depending on the age group to which the applicant belongs;
  • the date of closing the deposit and withdrawal of funds is specified - if the withdrawal took place in different years, different reducing factors will be applied for individual parts of the deposit;
  • based on the date of withdrawal of the deposit, a reduction factor for payment is determined;
  • the final amount, with a reduction factor applied, is reduced by the amount of preliminary and/or additional compensation, as well as the cost of funeral services.

After these calculations have been made, a payment request will be sent to transfer funds to the applicant. The amount of costs for funeral services by which compensation will be reduced is 6 thousand rubles. (if the deposit amount exceeded 400 rubles), or no more than 15 times the deposit amount up to 400 rubles.

Deposit balances at Sberbank of the USSR can consist of two values. This includes an unlimited savings account balance, as well as a special account that was opened in 1991 for deposits with balances of more than 200 rubles. The opening of special accounts was carried out using protection factors against inflation and depreciation of monetary units. Due to the nature of opening such accounts, when considering a claim for compensation, these balances may be improperly excluded from the calculation. Therefore, the applicant has the right to demand that he be provided with a reasoned calculation of all amounts due. If necessary, the mistake made can be corrected in court, or through higher officials of Sberbank of the Russian Federation.

To receive funds, the depositor or his heir must submit an application to the territorial department of Sberbank of the Russian Federation where there is an active account or a previously closed deposit was placed. If a Sberbank division was liquidated or merged with another department, it is necessary to submit an application to the legal successor - such information can be obtained from any bank specialist.

The application form can be filled out directly upon application. It indicates the passport details of the depositor or his heir, as well as a list of basic data that allows you to qualify for payment. The following documents must be attached to the application:

  1. general civil passport of the Russian Federation - it will be used to check the personal data of the account owner or heir, as well as Russian citizenship;
  2. a written power of attorney, if another person (for example, a relative) submits the application on behalf of the investor;
  3. a savings book confirming the presence of a deposit balance as of June 20, 1991 - in the absence of this document, information about the deposit will be requested from the archives of the banking institution upon application for the loss of the savings book.

If the bank deposit agreement was terminated between 1992 and 2018, you must fill out an additional application. This form will also be provided by a Sberbank specialist.

For the depositor's heir, the list of documents submitted to the bank will be significantly wider. He needs to submit:

  • certificate of rights to inheritance - this document is issued through the notary office, and may provide rights to the entire inheritance, or only to part of it;
  • death certificate of the depositor - this document is issued by the registry office;
  • a document from the relevant department of the Ministry of Internal Affairs confirming that the investor had Russian citizenship at the time of death.

When submitting an application, you must have original copies of each document. After copies are made and certified by a specialist from Sberbank of the Russian Federation, the original documents are returned to the applicant or his representative.

The further procedure will depend on the presence or absence of a valid account or deposit with Sberbank. If such an account is valid, the amount of compensation will be reflected in the receipt. In this case, the receipt will be marked “compensation”, which automatically cancels the right to re-apply on this issue. If the deposit has been closed, an expense cash order is issued to issue funds. At the request of the applicant, the compensation payment will be issued in cash through the cash register, or transferred to another specified account.

The fact of a signature on the cash receipt order or a note in the passbook about the credited compensation means that the applicant agrees with the calculation. Therefore, before performing these actions, it is advisable to independently calculate the estimated amount, and if questions arise, immediately point out the identified error to the specialists of Sberbank of the Russian Federation. In most cases, all such disputes are resolved directly at the place of application.

If a depositor has lost a savings book and is not sure of the availability of funds in the balance, he can first clarify this information before applying for compensation. To do this, you need to contact the territorial branch of Sberbank of the Russian Federation where the account was opened. The requested information will be provided directly upon request. If the branch has been transformed or liquidated, a request to the archive may be required, which will take from several days to several weeks (depending on the conditions of succession).
