Well, thank you very much Denis, for the cool live photos, thank you very much for doing your work with all your heart! My husband and I (okay me) booked a photo walk/love story in Balaclava. Denis endeared me from the very first minutes (taking into account the fact that my husband doesn’t really like to be photographed and is always skeptical about my ideas). Everything turned out very easy, relaxed and fun) with humor and complete positivity, the time flew by unnoticed. The result is 2 weeks and we have something to print out as a souvenir for our children, grandchildren and great-grandchildren (let them enjoy it when they appear). The coolest thing is that you look at the photos and remember the walk, the sensations, the emotions. This is great. My husband doesn’t know yet, but the next time we go to Crimea, he’ll have to take pictures with me again, and of course we’ll turn to Denis!)

    5 10.09.2018

I was in search of MY photographer for no less than five years. Until one day I met Denis. He captivated me with his special look at the most ordinary things. And now, I’m already flying to our shooting, I know that everything will go perfectly, well, I really feel like this is the place) and neither I nor my fifth point were mistaken. It was more than just a photo shoot, it was a mini-adventure with a beautiful ending in the form of finished photo cards. Well, a little more about the photographer himself: Denis is a person with amazing energy, it’s easy and very pleasant to work with him. And the result of this work brings extremely positive emotions and delight. Thank you!

    5 03.09.2018

It took a long time to choose a photographer, and we had doubts. .in the end we didn’t regret it at all. Let me start by saying that on the appointed date, our whole family fell ill. Runny nose, headache, fever, the whole package, but thanks to Denis’s attitude and support, we decided to do a photo shoot. Denis created a fairy tale for us, his sense of humor helped us forget about everything. Thank you for capturing our mood, for not letting us relax while walking through the park and embankment, for the emotions that you somehow amazingly captured and captured in these photographs! The photos exceeded our expectations, really! Thank you! You are truly a master of your craft! I wish you success and growth, and I really hope that we will have more reasons to shoot with you! Looking forward to meeting you!)

    5 21.08.2018

Great! It's great to live, and not pose in the frame! It's great not to think about which way to turn! It's great to walk through the old park and go out to the sea! It’s great that the wonderful impressions of your vacation were so successfully captured by the lens of your camera, Denis! Thank you! In a couple of years we are going to Crimea again and we definitely can’t do without a photo shoot)

    5 15.08.2018

Denis, thank you for the cool photos and the tour at the same time). It was really interesting, since I was passing through, and here were new places for me). As a result, a sea of positivity and good emotions captured on film. I don’t have to regret choosing you as a photographer, you know how to work and create a relaxed atmosphere. In general - a strike. Good luck in the future!

So I finally got around to thanking Denis for our wedding photo shoot! Thank you very much for your work and amazing photos! We enjoyed the shooting itself and the result! We wish you success in your work and inspiration!

    5 21.05.2018

Thank you very much, Denis, for the photo) I hid from the cameras for two years, and you lifted my spirits with extraordinary ease and captured a sea of my smiles! Special thanks for thoroughly preparing for filming... and taking the necessary props with you. Until next time.

    5 06.04.2018

Denis! Thank you for the wonderful photos from my daughter’s birthday, compiled into a photo book. Such beauty, such shots! Professionally capturing the mood and emotions of such an active child is top class! After all, my daughter was not always in the mood. And the results exceeded all my expectations. I want to look at the photo book again and again. Thank you for your approach to the matter

    5 03.02.2018

Thank you, Denis! Helped me out! The photos turned out much brighter than the atmosphere at the event. There was very little light in the room, yet you got the quality of the photos to 5+

Baptism is a magical ceremony, and when your child is baptized it becomes even more magical! I was looking for a photographer for a very long time, because working with a child is very difficult. He won’t pose for the camera, and the baby is also mischievous! Denis, thank you very much for the work done, for the gorgeous photos and the mega cool ALBUM! You are smart, the photo is at a high level, we flip through the album and again plunge into that wonderful day in our lives.

    5 16.07.2015

Denis, I want to thank you for your excellent work. Working with children is much more difficult than working with a beautiful bride) I would never have thought that my daughter would pose like that and behave so freely next to a stranger. The impressions are only positive, and the emotions are indescribable. The photos you took somehow capture moments from our lives in a special way and remain with us forever.

    5 06.12.2015

My husband and I ordered a photo session for a wedding, we are very pleased!) The results were not only excellent photos, but also a cute photo book. The photo session itself was fun and interesting, Denis not only took pictures of us, but also told us for the future what poses we would be best in. very good person, photographer, and bright pictures) Thank you!)

I met the guys from the Stylist Factory in the summer of 2014, when, together with my younger sister...

Show in full

Still, I'm ready to review this place.

She matured for a very long time, thought through the details so as not to slide into a banal enthusiastic squeal. I wrote and wrote... And then I erased all this pretentious writing for the devil.

The review will be big, I warn you right away.

I met the guys from the Stylist Factory in the summer of 2014, when I came here with my younger sister as a model to practice makeup. Anna Shcherbinina, who practiced on me and my sister that day, made a very strong impression: a fragile, graceful blonde with a soft timbre of her voice and an incredibly charming smile turned out to be not just a nice girl, but a professional with a steady hand and excellent taste.

About six months later, Anya opened an appointment for eyebrow correction and again invited her as a model.

At that time, this was very important for me - once, about 7 years ago, on an expedition, a fire “puffed” very strongly into my face and burned my eyebrows and eyelashes. The industry's eyelashes are better than they were, but the eyebrows... It was a disaster. No matter what I did with them, they didn’t grow. It didn't take anything. An attempt to get a tattoo ended in a terrible allergy and complete failure.

I tried several times to get my eyebrows done by different masters - it worked, but I couldn’t replicate their shape normally, even though I bought everything for this purpose (on the advice of the same masters).

Anya drew me the desired shape and painted it with some very vigorous paint, the trace of which stayed on the skin for several days without changes, and then faded very slowly. She told me not to suffer through bullshit and just buy a good pencil and fixing gel. I did just that, and during the time that the trace of paint remained on the skin, I learned to draw them myself with a pencil.

And a miracle happened - I can’t call it anything else. The hairs began to slowly grow back according to the drawn shape. Having come for correction a few months later (as ordered), we saw significant progress and again painted it in shape.

Almost a year has passed since the first painting - the eyebrows have almost grown to the desired shape (length, no bald spots, everything is even). I don’t know why it didn’t work before - maybe Anya’s hand is light, maybe the composition of the pencil that I use on her advice contains something, but now I have eyebrows, and that’s a fact.

The next stage of our friendship with the Stylist Factory was a master class by the creative director, and in fact the maestro of the studio, Denis Gorbunov. On the model, Denis showed the main stages of makeup, small tricks and the most common mistakes. It seemed like they sounded well-known things that you can quickly and completely independently find on the Internet, but they were conveyed in such a form that I, as a teacher, was ready to give a standing ovation. Looking at Denis’s work and listening to the lecture, I learned a lot of valuable things. The most important thing is that I saw my mistakes and understood how to correct them and not make them again.

Actually, today’s event prompted me to write a review: Anya invited my high school students to a master class on teenage makeup.

The girls were overjoyed, and, having gathered after school, we went to meet the beautiful. Speaking today as an observer, I once again admired Anya’s beauty and professionalism. One of the young ladies was shown a full version of applying makeup, adapted for young skin, with a detailed examination of the products used and an explanation of the basics, and then each of the girls received express makeup, painting in the eyebrows and lips. The girls were in wild delight, which intensified a hundredfold when they got their hands on the “big cosmetic bag.”

Guys, thank you for being here. I will come to you more than once as a client, I will advise my students to get their makeup and hair done at your prom, and I will bring my girls to you for master classes.

I’ll bring it here during the next holidays.

Oh, yes. Here you can buy Manly pro, La Cordi, Cassdei of colors, etc. cosmetics for relatively little money.

Personally, I shop here periodically.

The absolute champion of Novosibirsk in hairdressing and decorative cosmetics is convinced that the source of success is not the desire to earn a lot, but the need to learn a lot and master skills

THE PREMISES of the Factory stylists school-studio resembles not even a dressing room, but the backstage of some American music hall, Broadway theaters, as we saw them in Hollywood films. Posters with handsome men and beauties, posters. Wigs, make-up palettes, hair dryers, varnishes, brushes. Territory of transformations. And on the way to it, at the reception, there are countless diplomas, qualification certificates, letters of gratitude, and also medals hanging in clusters, dozens of different-sized shining cups - symbols of victory - are crowded on glass shelves. In this sense, hairdressing is akin to a big sport - it is effective, achievements are tested in competition.
Denis Aleksandrovich Gorbunov, despite his youth, not only mastered the “science of winning” himself, performing triumphantly at competitions and championships at various levels, but six years ago he created his own school, in which he combined training in the theory of hairdressing and makeup with practice. He is co-owner and creative director of " Factories of stylists", a studio without whose participation today not a single major event in the beauty and show business industry is complete. The second co-owner, Yulia Polonik, who copes well with the organizational and management responsibilities of the studio school, claims that the crisis has not affected the demand for services “ Factories of stylists" is still high. And I was convinced of this when I sought a meeting with the famous Gorbunov. The only day of the week on which he was able to find time for an interview was Sunday.
- Denis, what award, what cup do you value most?
“I value all the awards, but I won’t exaggerate, I treat them quite calmly,” he smiled. - Of course, I was very worried when I performed for the first time. And I was very happy when I became the absolute champion of Novosibirsk in hairdressing and decorative cosmetics, then the champion of Siberia, then the prize-winner of the Russian championship. European and world competitions remained undeveloped. But I don’t think about them yet, because, believe me, I haven’t participated in championships before for the sake of titles. Professional competitions provide something more - in preparation for them and during them, you develop speed, technique, and certain universal aspects that are important for everyday work. At the same time, everything you do, what you show at competitions, is practically not applicable in real life. This is makeup and hairstyles for theater, cinema, and the catwalk - spectacular, fantasy, and sometimes pretentious. This is a kind of exaggeration of shapes and colors, as if a review of possibilities, ground for reflection, where, in what direction, you can still move, what is worth working on.
- Was there any material component or monetary equivalent to your victories?
- The equivalent was more moral than material. But this is how to judge. The result of my successful performances was, for example, an invitation to the International Congress of Stylists, held in Greece, on the island of Rhodes. I fell in love with Greece and Greek women. What landscapes! - it’s impossible to stop admiring the sea, mountains and rocks, and the girls are stunningly beautiful, I think, because the humid sea air is beneficial for the skin and hair. Then, following the results of the Russian championship, I won a training course in Holland, and my stay in Amsterdam changed my ideas about the world. It turned out that the world could be like this - warm, cozy and perfectly harmonious. In fact, I did not like classical Europe, I used to be indifferent to cold Gothic and other ancient styles of architecture, but in Holland all the buildings of the 17th–18th centuries are not lifeless museums, but, on the contrary, lived in, comfortable for people and ennobled by them. There beauty is accepted into daily circulation. In general, the Netherlands, Amsterdam and its environs captivated me unconditionally: it’s one thing to hear about the bulk lands where vegetables and flowers are grown for almost the whole world, and another thing to see with your own eyes. Hard work and the need for beauty are in the Dutch blood, and this also applies to stylists who work wonders.
- Has your individual handwriting changed in any way after your trips to Europe?
- My handwriting, or rather, my skills, developed primarily here. My first teacher was Bakyt Akhtiyarova - a unique personality. Imagine, a girl from Berdsk won the world championships twice, now she is an official coach and judge of the women’s section of SPIKR, she teaches in the workshop “ Eduard Trishkin Couiffure", the famous Moscow salon on Ordynka. In general, at one time, when I was studying myself, there were many unique top masters in Novosibirsk.
- Almost everyone has moved?
- Yes. That’s why we constantly invite you to conduct master classes at “ Factory of stylists» leading Russian and Ukrainian specialists. These are the two strongest schools in the world, based on a deep knowledge of classical traditions, a wide range of knowledge about working with color, texture, texture. Schools in the USA and Europe mainly give ideas about new trends, modern technologies, they are more superficial. And our masters are generalists. It’s no wonder that there are many Russian make-up artists and stylists in Hollywood.
We carefully select specialists, looking for those who are able to transfer maximum knowledge and skills to students in a short period of time. We collaborate with Olga Nikiforova, a hairdresser-fashion designer from St. Petersburg, who is a developer of training programs and a trainer for competitive nominations. In May with a master class " Wedding hairstyles with 3D weaving elements"Ekaterina Steinbrecher spoke. Unique seminar " Basics of pencil technique“We will have it in October, when Taisiya Vasilyeva arrives from Dnepropetrovsk, and there are almost no free places left for it. She is the coach of the Ukrainian national team in makeup and body art, which is very strong. And he is the best at painting techniques in pencil technique; he considers line and shape to be the basis of makeup. Sergey Rudnitsky, the author of the Barber Expert project, an unsurpassed specialist in men's haircuts and “tuning” of personal image, was also invited.
- It’s time to tell, Denis Alexandrovich, how you came into the profession and why you fell in love with it. And at the same time, reveal the secret of your age. You look 23-25 years old, when have you accomplished so much?
- Looks 23? Great,” he laughs. - This may seem strange to you, but I was going to become a catering technologist, after graduating from school I came to Novosibirsk and entered a trade institute.
-Where did you come from?
- I was born in Zelenogorsk, a small closed town in the Krasnoyarsk Territory.
- By the way, it was more logical then to continue my education in Krasnoyarsk. This city, in my opinion, is wonderful, absolutely civil. Not a wilderness, not a province.
- That’s all true, but you understand that in your youth you want to change everything radically, to go as far as possible, to have as much autonomy and independence as possible. And then it’s not for nothing that Krasnoyarsk is compared with St. Petersburg, and Novosibirsk with Moscow; in terms of energy it is closer to me.
At first I liked everything - the university, the dorm, study, freedom, but by the third year, when internships began and the curriculum changed on the fly, disappointment arose. The feeling of routine, of some annoyance: not mine. Initially, I was going to get an applied profession that would allow me to support myself and provide drive, growth, and development. But by the age of 20, my worldview had changed. While visiting exhibitions, I myself felt the need to draw; I remembered that as a child I was fond of art, and I was good at it. In general, on the advice of a friend, I enrolled in a make-up artist course, and at first this activity was not at all inspiring.
- Why?
- I couldn’t get used to it. Until you have experience, until your hand is full, everything is difficult. For example, it was difficult for me to apply makeup on a model’s eyelashes, I was afraid of getting it in the eye or smearing it on the eyelid. But makeup artists were in great demand at that time, and I trained day and night. He asked to be an assistant to the masters, managed to go to all the shows, painted all the girls who came to hand. And gradually I got a taste for it, and it started to work out. Moreover, regular clients appeared. Remember, before the crisis of 2008 - in 2006-2007, people were ready to spend a lot of money on appearance and shopping. Brand and multi-brand boutiques of prestigious brands flourished. I have had the opportunity to serve as both a style consultant and a shopping assistant. And during that period I learned hairdressing. I didn’t grab at everything, all types of haircuts, but focused on styling, on creating holiday, wedding, and evening hairstyles.
The temptation of the profession is the desire to earn a lot. I had no financial support, never asked my parents for money, but still I was not greedy. And now I tell my students: before you mow the grass, you need to grow it. You need to be something, and for this you need to build up your skills and abilities through practice, roughly speaking, to plow, sparing no effort. You can develop everything in yourself - taste, intuition, imagination, if you work hard.
- In your practice, have you encountered students who are absolutely professionally unsuitable? Just the kind that, as they say, your hands are in the wrong place, you have no taste, no sense of tact, no sense of proportion? I have often encountered unsuitable hairdressers who do not know how to not only serve, but also hear what they want from them. Not long ago I was dyed a bright copper red instead of a pinkish blonde, and I didn't leave the house for a week. I had to cut my hair and wash my red hair with harmful chemicals every day.
- Horror! Red is absolutely not your color. And yet, in my opinion, there is no professional incompetence in hairdressing; it only requires a strong, persistent desire to learn. And also - the desire to hear and understand the client, which is also based on an elementary desire to hear and understand. You were just unlucky - you ran into a careless technician. Or rather, not a master.
Now do you understand why I constantly tell my students, perhaps even bother them, with exhortations to be attentive to their wishes? Moreover, I consider stress resistance to be the most important quality for a stylist.
- Yes, perhaps attention alone is not enough. Among the clients there are probably capricious, quarrelsome ladies who don’t know what they want.
- And that's normal. We are a service industry, clients certainly bring with them their personal mood, often increased nervousness. It happens that they have a bad day or there are long-standing insurmountable problems at work, in the family, or with health. For me, this is a signal to communicate even more tenderly, with the utmost tact, but at the same time not to get emotional. The most harmful and unproductive thing for business is to succumb to spontaneous emotions. I deliberately cool my feelings. I don't claim to be an angel. I am not an angel, and I have not only conflicts, but psychological differences with some clients. The point is not that they are not receptive to my recommendations, but that I hate doing something vulgar and vulgar. I bear the cross of guilt - I try to separate my paths with such clients forever.
There are always some surprises and force majeure that happen at catwalks and fashion shows. I treat this with a smile, as if it were inevitable. The stylist and designer behind the scenes of the show must be mobilized, like soldiers in battle, this is already an axiom. Personally, force majeure already amuses and entertains me - without them it would be boring, there’s nothing to remember.
- I know, I’ve heard that you are an unsurpassed master in creating images of brides, in wedding makeup and hairstyles. But many showmen I know consider weddings to be something of a “low genre”.
- In my opinion, professionals should not have any prejudice against any type of work, the only motto is to do it well, as best as possible. Talking about low genres is a show-off, it comes from the inability to step over prejudices and rebuild, learn.
Brides are usually very touching, pure, and excited. I am glad that I can help them, support them at a time when their fate is changing. We begin preparations with acquaintance, with a confidential conversation. Then I do test makeup and hairstyle that matches the wedding dress, jewelry, and general style. Some people like rhinestones, sparkles, brightness, shocking character, character and lifestyle. But in most cases, it is enough to identify and emphasize the girl’s natural advantages to make her appearance sparkle. I am for freshness and tenderness, for the individuality of beauty that every bride has. We coordinate the test makeup and hairstyle, make adjustments if necessary, and I repeat it exactly the morning before the celebration. But usually no adjustments are required; the bride immediately after the test feels the urge to take a photo.
- How nice. What a pleasant job you have, Denis! But let's move on to its other aspects. We live in an era of the cult of youth. It is indecent to look old. I understand that any fashion works to develop the industry, to increase profits - to mass tailoring of certain styles of clothes and to mass appeal to plastic surgery. How do you feel about fashion and, in particular, the fashion for aesthetic surgery?
- In general, I am against the dictates of fashion, I am not fanatical, but I study trends with interest and sometimes follow fashion trends with pleasure. I can’t conclude that I build my wardrobe from must-have or total look items, but I like many trendy things. I can say the same about plastic surgery, about which clients often consult me. Moreover, these are both women and men. There is nothing wrong or shameful in striving to look better and younger; on the contrary, you simply cannot take this desire to the point of absurdity. After all, it is obvious that no one will ever be able to look like Angelina Jolie. Meanwhile, there are a lot of people who endlessly subject themselves to operations and alterations. They get hooked on it.
I am against drastic changes; I think that we need to be careful, for example, when changing the shape of the nose - this is not done well enough in our country, and there are complications. And a simple lift, blepharoplasty - why not? If a person has a complex about wrinkles, they should be smoothed out to regain confidence.
You see, plastic surgery is a normal manifestation of progress, and not something extraordinary; its development is determined not by the fashion for youth, but by the development of civilization. I sense that you have a negative, wary attitude towards her?
- Yes, I still believe that it is enough to have clean, well-groomed skin, and I am prejudiced against even injection cosmetology, not only regarding surgical interventions. Almost everyone around me has experienced “progress”; I don’t see any significant or impressive results. Tell me, can you correct signs of age using decorative cosmetics?
- I don’t want to lie, even the most skillful makeup smooths out and levels out age only partially. It must be admitted that in our latitudes the climate itself contributes to aging: sharp changes in temperature in winter (it’s frosty outside, and indoor air is dried out by radiators), a long cold season and a short summer - all these factors are not good for the appearance, both for the skin and for the skin. hair.
- Isn’t it because the best thing you can have is long, vibrant, beautiful hair? I like it when men grow their hair or experiment with facial hair - goatees and mustaches, get trendy hair tattoos, designer haircuts. And for some reason I don’t like women’s short haircuts at all - this, in my opinion, is anti-feminine, in most cases it looks short, rude, as if it takes away gender.
- I agree, sharp lines of women's haircuts roughen the appearance, it is better to strive for smooth lines, for roundness. But there is no general rule for everyone; a lot depends on the proportions and type of face, on the shape of the skull. It is not without reason that hairdressing is not just a craft, but an art - it has a set of its own laws and subtleties, just like the art of makeup.
At first I was very interested in experiments with shapes, textures, color combinations and contrasts. But gradually, having mastered this, I became interested in the opposite direction, popular in the West - Nude. The effect of a natural, unpainted, natural face. Note that no one, unless we are talking about the podium or the stage, uses bright shadows or blush; they disappear from glossy magazines. In fact, doing natural makeup is a hundred times more difficult than bright makeup; it uses dozens of tiny shades of tones that are not distinguishable by the human eye; this is a complex technique, thanks to which a fresh appearance is achieved, if necessary, sculptural cheekbones are created, and volumes are changed.
- Denis, does the art available in Novosibirsk influence your worldview and professional development?
- Certainly. If we talk about painting and graphics, I prefer exhibitions not of realists, but of avant-garde artists, abstract artists - artists who leave the audience an area for speculation and fantasy. I have always been strongly influenced by Igor Zelensky’s ballets and opera performances, the musical director of which was Ainars Rubikis. In short, everything that was shown in our NGATOiB before the change of director, under Boris Mezdrich.
And thanks to Iris Zweig (head of the Israeli Cultural Center, first secretary of the Embassy of the State of Israel), I became familiar with the culture of this country, where I had not yet been, but participated in fashion and design projects carried out here. I believe that Iris is a model, a standard of what a modern woman with intelligence, intelligence and taste should look like. She is flawless, and it doesn’t matter at all how old she is, with or without makeup.
- It’s true, I also admire Iris Zweig. And to you, Denis, thank you for the conversation, for your friendliness, openness and excellent manners.
-Are we saying goodbye already? And I still haven’t told you how old I am: I’ll be turning 29 soon!
- Great! The best age of life is the one in which it is interesting to live and in which there is something to strive for. Agree, you can be very happy both at 17 and at 70.
- Agree. Thank you for your attention and understanding.

2018 was a year of change for the Russian construction market. On January 1, the first package of amendments to the legislation on shared-equity construction came into force, and on July 1, the second will come into force. The Chairman of the Committee for State Construction Supervision and State Expertise of the Leningrad Region, Denis Gorbunov, is confident that all changes are for the better, and companies that are firmly on their feet have nothing to fear.

This year a whole package of amendments to construction legislation came into force. Has the market adjusted to working under new conditions?

I would divide all changes concerning Gosstroynadzor into two components. The first concerns directly the design and passing of examinations: we are talking about new requirements for the preparation of design documentation and the procedure for passing the examination. The second concerns changes to 214-FZ. The requirements for developers have increased significantly, and from July 1 they will increase even more.

New legislation streamlines the work of the market, construction becomes more transparent and understandable. This is done in order to squeeze outright scammers and simply weak players who are unable to fulfill their obligations to shareholders from the market. Construction is a serious activity; the life and health of people, as well as the well-being of the environment, depend on the quality of the constructed objects, and if we are talking about attracting funds from citizens, then developers have a huge responsibility. So, only those companies that are firmly on their feet and have all the necessary resources for the timely implementation of projects should engage in construction. There have never been such problems and never will be.

As for some technical aspects of bringing documentation into the form required by law, we are always ready to help developers: we conduct training seminars and are always ready to give advice on any issue.

- Has your department adapted to working in new conditions?

Yes. Amendments to legislation are requirements not only for developers, but also for us. After all, thanks to electronic document management, you can track when a document was downloaded, when it was accepted for work, and when it was returned. Full transparency. But I wouldn’t say that work has become more difficult, I just had to redistribute forces and responsibilities. Since now the issuance of construction permits and the commissioning of objects is carried out only electronically, our hands are freed up for a more detailed study of the documents provided by developers.

Today, one of the biggest problems of the real estate market in the country is long-term construction and defrauded equity holders. How is your department involved in solving this problem?

This is one of the most important tasks facing Gosstroynadzor. We have prepared two legislative initiatives, which are already being discussed at meetings of working groups of the regional Legislative Assembly, and then they will be sent to the State Duma of the Russian Federation.

We propose to amend 214-FZ, which will make it easier to transfer long-term construction projects to a new investor before the bankruptcy of a company that has failed to fulfill its responsibilities. After all, the bankruptcy of the developer delays the completion of the project by years. And we never want to bankrupt anyone. In short, we want to oblige developers, within five days after a one-year delay in the initial delivery deadlines, to appeal to their shareholders to organize a housing cooperative and transfer the object to this cooperative. If the developer does not do this, then the regulatory authorities should have the right to liquidate this company.

In addition, we support the introduction of criminal and administrative liability for misuse of citizens’ funds by developers. The amendments to the Criminal Code also provide for the rule that a violator must be sentenced to compulsory labor for up to 360 hours, or to a year of correctional labor, or to two years of forced labor, or to imprisonment for up to two years. At the same time, criminal liability should be removed from the violator if he compensated for the damage or completed the construction of the facility.

In the Leningrad region, construction and commissioning permits are issued not only by Gosstroynadzor, but also by municipal authorities. There is an opinion in the market that many violations occur due to the lack of professionalism of the latter. In your opinion, could Gosstroynadzor independently decide the fate of all objects under construction in the region?

I would not say that things are very bad for small projects that are run by municipalities, but there are certainly problems. Thus, sometimes it is necessary to cancel issued construction permits. I think if we expand our staff, Gosstroynadzor will be able to issue permits for all real estate in the region. A similar initiative has already been voiced by the regional government, but has not received support.

In the meantime, Gosstroynadzor is helping municipal authorities as much as possible: we conduct training seminars, monitor and check documentation.

The Legislative Assembly of the Leningrad Region is once again discussing amendments to Law No. 38 “On establishing cases in which a construction permit is not required.” In your opinion, is it worth expanding the list of objects whose construction does not require approval?

We support amendments to Law 38, and I personally once participated in the development of this act. As the department’s experience shows, there are many situations on the market where our participation only complicates the life of builders. For example, if the owner of an enterprise decides to build some kind of warehouse or hangar on his land, then why does he need permission in the presence of state expertise? Or why should Gosstroynadzor approve the installation of transformer substations? They are usually delivered disassembled, assembled on site, and then Rostechnadzor gives permission for operation. Why force a business to obtain additional documents?

I would like to emphasize that the list of objects that do not require permission from Gosstroynadzor is formed based on the agency’s work experience and all-Russian practice.

Not all districts of the Leningrad region are provided with infrastructure. At the same time, cases were recorded when a developer initially built an outpatient clinic or a children's center, but eventually sold the premises for commercial infrastructure. What measures does Gosstroynadzor take?

Unfortunately, there actually were several similar cases, but we reacted in time, held an “educational conversation” with developers and found a way to fight: now we oblige companies to indicate the purpose of the object in the technical plan of the premises, which does not make it possible to introduce a house with a change in the purpose of these areas.

Presidential decree on the need to build 120 million sq. m of housing per year, many players in the construction market consider it impossible. Do you agree with this?

About 1.8 million people live in the Leningrad region, while last year more than 2.5 million square meters were commissioned in our region. m of housing. So our region is implementing the presidential decree to introduce one square meter of housing per resident. If every region does this, then this figure will not be far off.

Don’t you think that such outstanding figures are explained by the fact that these are, in fact, preparations from the “fat times”? After all, the lion's share of commissioned square meters is provided by gigantic projects launched many years ago.

Of course, the current situation in the real estate market is not comparable to what it was in 2012-2014, but housing construction has not stopped, and with the right distribution of efforts and prioritization, the figure is 120 million square meters. m quite realistic.

- And numerous changes to legislation will not affect the volume of housing commissioning?

If the developer cannot work in the new legislative conditions, then he must leave the market. Large companies that are firmly on their feet have no problems and do not expect them to. I have no doubt about it. There may be a slight “subsidence” in construction volumes due to amendments to 214-FZ, which will come into force on July 1 this year, but we do not expect a collapse

The apartment format, which burst onto the St. Petersburg real estate market several years ago, is developing more and more actively. General Director of PSK Real Estate LLC Sergei Mokhnar told Construction Weekly about why apartments are serious and long-term.

Image: Nikita Kryuchkov

Sergey Vladimirovich, the apartment format is now developing more actively than any other segment of the real estate market. Supply and sales are growing year by year. In your opinion, will this trend continue in the coming years?

Yes, the segment is growing very quickly, and I don’t yet see any serious prerequisites for changing the vector of development. For example, according to available statistics, the first quarter of this year has already shown 55% growth compared to the same period in 2017. In total, more than 900 lots were sold in St. Petersburg. No other format has seen such growth rates.

The pace of sales in the LIKE apartment complex, which we are currently building on Politekhnicheskaya Street, not far from the Ploshchad Muzhestva metro station, quite clearly confirms this trend. The interest of buyers is very high - we can judge this both by the number of interested people and by the growth of sales in our project.

Apartments are a kind of multi-format, which, due to its flexibility, attracts very different groups of buyers, for whom it is interesting for a variety of reasons. This ensures consistently high demand, which only increases as people become more aware of the benefits of apartments.

So, in my opinion, interest in this format is a long-term trend. And if there are no radical legislative changes in the near future, then all classes of apartments will continue to grow and significantly outperform the market as a whole.

- What is this trend associated with? What are the advantages of the apartment format?

Two very important categories of buyers are interested in apartment projects, for whom they are significantly more attractive than housing.

Firstly, these are investors who want to invest funds with the aim of further making a profit by renting out apartments. The interest of this part of buyers will only grow, because, according to statistics, the growth in demand for apartment rentals since the beginning of this year has amounted to approximately 12%.

Secondly, these are people who, for objective reasons, simply do not need a residence permit or social infrastructure. And they see no point in overpaying for it. For example, they may be moving in the foreseeable future, and they understand that renting out the apartment “if something happens” will be easier. By the way, given the fact that a draft law is being prepared that will equate apartments to housing (at least in terms of registration), interest in the segment is only growing.

An important advantage of the format is the locations in which apartment projects are implemented. Such complexes, due to their purpose, are built mainly in places with good transport accessibility. Land plots intended for housing construction in such locations are a huge rarity, they are expensive, and the complexes that are being built on them are mainly in the high price segment, which predetermines the inaccessibility of apartments in them for the majority of buyers. At the same time, apartments in a residential area, from where it is half an hour by minibus to the nearest metro station, will not be of interest to anyone. For example, our LIKE complex is located almost across the street from the metro station. And we are convinced that this is how it should be.

By the way, many people now, in principle, do not want to use a car within the city. This generation is, conditionally, a new wave. They are younger, have a simpler view of the concept of “registration at the place of residence”, prefer car sharing to owning their own car, etc. And such people are already a significant part of buyers, which cannot be ignored when implementing projects.

According to some experts, today apartments are the most profitable segment of the real estate market for investment; at least for a short period of time. What is your view on this issue?

I agree with this assessment. If we talk about the investment model, then the benefit is that you don’t have to deal with subsequent leasing yourself. There is an appropriate service that the management company is ready to offer, and this is a good opportunity to relieve yourself of all the worries associated with finding a tenant and building relationships with him. Saving time and nerves is worth a lot.

Apartment project management companies offer various profitability programs, the conditions of which vary. But, be that as it may, with a relatively low entry threshold for a person into a personal investment project (on average - from 5 million rubles; but, for example, in the LIKE complex prices start from 2 million), the return on investment, with profitability in different cases from 8 to 15% per annum, is about 8-10 years. For comparison: for housing, the yield is usually 5-8% per annum, payback is 10-15 years; for street retail objects and office blocks - approximately 6-12% and 10-17 years, respectively. At the same time, the entry threshold for purchasing commercial properties starts at an average of 7-10 million rubles.

In addition, short-term investments are possible. The difference in the purchase price of a lot in an apartment project at the excavation stage and at the time of putting the facility into operation can reach 30-35%, which, with an average construction period (two to three years), gives an annual income of 12-17% per annum. When implementing housing projects, the difference in price at the initial and final stages of construction has now decreased to 10-15%. At the same time, due to the significantly higher liquidity of apartments in comparison with apartments, no special problems can arise when selling them.

Apartments can be roughly divided into those that are intended for long-term stays and those that are designed for rental. What format does your company prefer to work with and why?

We are currently building the LIKE apartment complex, which is designed primarily for long-term stays. That is, people buy apartments from us mainly for themselves.

We chose this format because it fits into our (as a developer) vision of the buyer’s interests: creating a comfortable living environment. We are more interested in building a house in which people will live, rather than some complex of residential spaces for rent with a basic level of comfort.

It is difficult to say whether we will build service apartment complexes; it all depends on market conditions, the availability of land plots suitable for the implementation of such projects, changes in legislation and many other factors. In any case, the apartment format is interesting for us and we are not going to leave it.

- In conclusion, a traditional question: what are your company’s plans for the near future?

We will develop as a developer. Over the 13 years of operation of the company, we have come a long way from the function of a simple contractor to the level of a general contractor, and then entered independent development. This area is most interesting to us, and we see it as a stage in the natural development of PSK. We have become a larger company, more experienced, and have earned a good reputation in the market. Let's move on.

At the same time, we will continue to work as a general contractor, since our construction experience is in great demand.

Development allows us to realize our philosophy, our ideas and satisfy the need for self-realization. This is a chance to make the environment in which we live better. After all, the developer function allows you to work through the entire project, as they say, from A to Z.

Let me remind you that we currently have 60 thousand square meters at the active construction stage. m of housing. Two business-class properties, the LOOK residential complex near Ligovsky Prospekt and the Diplomat residential complex in the Central District, will be commissioned in the next two months. And two more objects with a total area of 58 thousand square meters. m - at the stage of launching for sale. These are 9-storey residential complexes of comfort and business class: a new residential complex in Slavyanka and a new house on Bakunin Avenue.
