Receiving subsidies for small business development. Reimbursement of part of the interest on the loan

15May

Hello! In this article we will talk about ways of government financing of small and medium-sized businesses in Russia.

Today you will learn:

  1. How does the state help entrepreneurs?
  2. How much money can you get to support your business?
  3. How to properly introduce yourself to receive a grant.

The importance of small and medium enterprises

A large number of small private firms within the country bring enormous benefits to economic development.

Types of subsidies

The government has identified several programs to support small businesses:

  • – the amount of money allocated for newcomers;
  • Assistance in repaying business loans - compensation of part of the interest in the amount of the refinancing rate. For example, you took out a loan at 19% per annum. The rate of the Central Bank of the Russian Federation is 9.75%. In total, the state will pay 9.75% for you, and you will have to repay the loan at: 19 – 9.75 = 9.25%;
  • Payment. The first installment is paid up to 30%, but not more than 1,000,000 rubles;
  • Compensation for all or partial costs of training the organization’s personnel. This includes all kinds of;
  • Assistance to people who decide to start farming;
  • Searching for partners to conclude transactions with foreign representatives. The state encourages the export of production in this way;
  • Development of business infrastructure. The state allocates equipment, materials, etc. to fill business development centers;
  • Remote accounting (outsourcing).

The list is quite wide, which means that every interested company owner will be able to choose for himself the most optimal way to receive funds from the budget. To do this, you need to decide in advance what exactly you don’t have enough money for.

How much will the state pay?

Issue amounts may vary in each region. This information needs to be clarified. Nevertheless, the state tries to increase the cost of financing small and medium-sized businesses every year.

The following amounts of payments can be received:

  • 58,800 rubles – for opening a small business (this amount is issued by the employment center as an annual unemployment benefit);
  • up to 500,000 rubles – a grant for the development of a new enterprise registered less than a year ago;
  • up to 1,000,000 rubles – for opening and development (as a loan amount at a preferential interest rate).
  • up to 2,500,000 rubles – for promotion of innovations (obtaining a patent, etc.);
  • up to 10,000,000 rubles – for;
  • up to 15,000,000 rubles (but not more than the amount spent by the owner on the development of the company) - to increase the enterprise (to receive such a large amount, you must meet all the criteria put forward by the state).

It is important to consider that in many cases, in order to receive a grant, the future entrepreneur must officially be on the employment exchange, confirming the absence of a job. Money will only be allocated if the support fund is unable to find you a suitable vacancy.

Also, in order to receive a grant, you must have at least 25% of the requested amount. The state must have guarantees that you want to open a business and not spend money on personal needs.

The money is transferred to the applicant’s account within six months, and in some cases even a year. As they are spent, the entrepreneur must report for what purposes the funds were spent. If the cost items do not coincide with those originally indicated, then you will have to answer in court. Unused amounts will need to be returned.

Don't forget about paying taxes. The grant received will have to be paid at a rate of 13%.

What is funded by grants

The state tries to support those areas of life that benefit the entire country and contribute to the growth of economic interest of the population.

Among them are those for which grants are allocated in the first place:

  • Trade (however, this area is already oversaturated and it will be possible to receive a grant for its development in a small percentage of cases).

The areas in which entrepreneurs intend to operate are also of particular importance.

The state is more loyal to the allocation of grants for development:

  • Medicine;
  • Construction;
  • Tourism;
  • Innovative business;
  • Education;
  • Catering;
  • Natural Sciences.

If you are interested in receiving a grant, it is better to organize your activities in the above areas. to receive a subsidy will help you avoid a negative decision on your application.

What exactly can the grant money be spent on?

Government agencies strictly control expenditure transactions on the account to which the amount was transferred as support for small and medium-sized businesses.

An entrepreneur must spend strictly in accordance with the business plan drawn up; other purposes are not allowed. Using money for other purposes is not allowed, otherwise such a businessman will be held accountable.

The following expense items may be reflected in the entrepreneur’s account:

  • Purchase of necessary equipment (an important condition is that this purchase cannot be resold before three years of use);
  • , (up to 20% of the total grant amount is allocated for these purposes);
  • Purchasing a patent, license or special program;
  • Purchase of means of production - materials, raw materials (no more than 20% of the grant);
  • Equipment of workplaces.

After spending, you will need to report on them. Therefore, it is important to keep all checks, receipts, invoices and other supporting documents. If you cannot provide them, then you will not be able to justify the expenses, and this is already fraught with difficulties associated with inappropriate spending and the return of the grant.

Who will be approved for financial support?

To receive a subsidy for a small business from the budget, it is not enough to just have ambitions and a great desire; you also need to meet a number of requirements.

The established enterprise must:

  • Be registered less than 1 year ago;
  • Stand firmly on your feet (not in danger or).

If a not yet registered entrepreneur plans to receive government support, then he must meet the following criteria:

  • Age from 18 to 30 years (upper limit is desirable);
  • Employment on the employment exchange;
  • Passing a psychology test with a high score;
  • Availability of a ready-made high-quality business plan;
  • Have an amount of at least 25% of the grant provided.

The state wants to see among entrepreneurs young people who have recently discovered business and have high goals. Without the above characteristics, it will be impossible to receive business support.

Another important, but not fundamental condition is the lack of receipt of a grant in the past. The country wants to see new heroes, and therefore considers for funding purposes only newly minted businessmen who are just beginning to master the basics of entrepreneurship.

Opportunities for socially disadvantaged groups

Any member of society can receive support from the state for the development of their enterprise. The authorities also give socially vulnerable citizens the opportunity to prove themselves, who can count on an increased rate.

Such persons include:

  • Single parents raising minor children;
  • People from orphanages;
  • Former prisoners;
  • Former military;
  • Large families;
  • Families including a disabled person.

The easiest way for any person to get 58,800 rubles is to go to the labor exchange and provide a business plan. If it is approved, then you can invest your own knowledge and experience in the development of entrepreneurship.

The state also encourages the opening of new companies in the field of folk crafts, children's educational institutions or leisure centers for children and adults as social projects.

Business plan for receiving a subsidy

An important rule for participating in a competition for financial assistance is drawing up a business plan. This is a document that carefully sorts out your entire business “piece by piece.” Various indicators, calculations and project effectiveness are displayed here.

Main components of the plan:

  • The essence of the business being created;
  • Required investments;
  • What is produced or what services are provided;
  • Organization of the process;
  • Risk calculation.

It is also important to indicate in the draft the characteristics in which the state is interested:

  • Number of workplaces;
  • Expected profitability (in terms of tax deductions);
  • Own funds of the entrepreneur.

A special commission studies your business plan within 60 days. It must contain clear wording. It should clearly follow from it the purposes for which production is created and what benefits it brings to society.

You must interest the authorities to pay the grant to you. A business plan can help with this if it is drawn up competently and competently. If you have never dealt with the preparation of such documents before, it is better to undergo special training and draw up a business plan at a high level.

Where to go for help

To become a participant in the state program for issuing money, you do not need to go somewhere or visit the capital. It is enough to contact the authorities.

You can visit:

  • Employment Center;
  • Local administration;
  • Department of Entrepreneurship (a kind of support agency).

You can go to these representative offices at any stage of participation. Before or here they will tell you everything about the rules of the project, its participants, and the requirements for them. You will know the amounts you can count on.

As part of government programs, aspiring entrepreneurs are also trained in the basics of business. You will master the basics of economics, learn how to write a business plan and meet future leaders just like you.

Here you can find out everything about government support: its conditions, development by region and what chances you personally have to receive a grant. Communication with experienced businessmen provides an opportunity to gain some important theoretical knowledge.

All information is provided in the public domain: anyone can take training, attend seminars and get answers to their questions. The state is trying to make this process as convenient as possible for future entrepreneurs.

The importance of the Federal Portal

To familiarize yourself with subsidies for starting a business, a website called “Federal Portal of Small and Medium Enterprises” has been created. Any individual entrepreneur, legal entity or just an individual can come here.

The site includes information for each region. You can study statistics on the number of enterprises for different periods or view government support payments.

Also displayed here:

  • Number of enterprises that received grants;
  • Regulatory regulatory framework;
  • Regional news;
  • Measures of legal support provided and their availability by region;
  • A question-and-answer form in which you can find out something for yourself;
  • Calculator (if purchasing a patent).

How to apply for a subsidy

To apply for government support, you will need:

  • Take a three-day course for entrepreneurs (if necessary. Here they will talk about the features of drawing up a business plan. The course lasts several days, upon completion of which you will be issued a certificate confirming your readiness to receive a grant);
  • Draw up a competent plan for precisely the area of life for which a business subsidy is issued;
  • Collect all documents and take them to the local administration or business support center. Write an application as a project participant;
  • Waiting for the commission's decision to approve your project (within 60 days from the date of adoption of the business plan);
  • Upon approval of your application, open a legal entity or individual entrepreneur (if you are not yet registered in this status);
  • Open a bank account (here the entrepreneurship department should appear as a party to the agreement, which will allocate funds to you. If they are used improperly, they will be written off in favor of the state);
  • Take the banking agreement, a certificate of absence of debts to credit organizations and a certificate of registration of the entrepreneur with the tax authorities to the entrepreneurship department;
  • Within six months, funds will be credited to your account, and you will be able to manage them to benefit your business.

There is nothing complicated about applying for and receiving a grant. The most difficult moment is drawing up a business plan. Upon completion, a special commission will be familiarized with the conditions of your project. After which its representatives will ask you several questions regarding the effectiveness of implementing the development into practice.

If you successfully pass this “interview”, then the money will definitely be transferred to your account.

Collecting documents

To apply for a grant, you will need to collect a package of papers. It may vary slightly in each region.

Mainly required:

  • The statement itself;
  • Business plan with all calculations, calculations and forecasts;
  • If you have already registered and function as an entrepreneur, you may be asked for copies of agreements with partners;
  • Copies of premises rental agreements or certificates of ownership (if necessary);
  • Copies of existing licenses and permits for work, production, etc.;
  • Certificate from the bank stating that you have accounts;
  • For LLC - a copy;
  • A copy of an extract from the register of legal entities or individual entrepreneurs;
  • A copy of the certificate of registration as an entrepreneur;
  • Certificate from the tax office confirming the absence of debts and overdue payments;
  • A receipt from the participant stating that he was not previously an entrepreneur (they may ask for your work record book confirming that you worked only for hire).

Depending on the terms of the grant, this list may vary to a greater or lesser extent. In any case, the preparation of documents must be approached responsibly. A certain period of time is given for collection. If you don’t meet it, then you won’t see money from the state.

Why can they refuse?

Receiving a subsidy from the state has a large list of requirements for a beginning entrepreneur. Failure to comply with at least one point may result in refusal to issue funds.

Let's consider these points:

  • Choosing an inappropriate business niche. There are areas that the state does not finance; it is better to choose those that receive R regional support for small businesses in the first place;
  • The amount declared is too large. You must understand that the state does not give away funds, but only gives them to those who are ready to invest themselves. Therefore, if the business plan indicates a lot of money required from the budget, a refusal will definitely follow;
  • Errors in your project. If the business plan contains any inaccuracies or phrases that cause ambiguity, then the commission has the right to refuse. It should contain only specific calculations and substantive information. Quick payback and the significance of your business for the region - that’s what government officials look at;
  • Resubmission of application. If you have previously received money from the state, then you are unlikely to succeed a second time. The government wants to sponsor newly-minted entrepreneurs;
  • If you already have a registered business, you may be denied due to tax debts, untimely payment to subordinates, when employee income is less than the subsistence level.

Who can't count

The state is not ready to sponsor every idea of a newly arrived entrepreneur. Only socially significant projects that will benefit the country or a particular region are of interest. In addition, the business plan must be realistic and not be the fruit of pipe dreams.

There are areas that will never receive project support from the state. If you are a representative of one of these areas, then do not count on grants.

These include:

  • Tobacco production;
  • Alcohol spill;
  • Credit activities;
  • Insurance Company;
  • Frauds on and;
  • Network business;
  • Pawnshops.

Opening and sponsoring enterprises in these industries will have to be done exclusively at your own expense or by obtaining loans. These areas are not of large-scale significance for the regions; moreover, they are oversaturated with supply and demand.

Also, if you don’t have a penny for your own ideas, then the state will not cooperate. In some cases, the conditions for participation in the competition require at least 25% of the amount to support business development.

If you personally or your company has debts on bank loans, especially overdue ones, you don’t even have to bother submitting documents - the state will still refuse.

Do you want to become an entrepreneur

The problem of most people who want to open their own business is the psychological fear of something new and the worry that they can lose everything at the initial stage. This is a common phenomenon that only goes away with time. If you think and worry all the time, nothing will happen.

To open your own business, you need to make every effort, not to spare time and yourself personally. Another problem of modern young people is that they think, right away, it’s better to get them for free. It's unlikely that anything will work out with this approach.

An entrepreneur must improve his skills in the area in which he has extensive knowledge. You need to concentrate not on money, but on business.

Mastering suitable literature, attending various seminars and courses is an important stage in preparing yourself as a future leader. One of the most effective approaches to starting your own business correctly is to communicate with experienced entrepreneurs.

You must count on your strength. It is important to understand that any stop in business can lead to loss of invested funds, and restoring again is an even more difficult process.

In order for the government to allocate funds for your business free of charge, give maximum influence to your business plan. Decide on the niche that the enterprise will occupy. Further calculations and the issuance of the grant depend on this.

  • Ask for a small amount the first time and only for the most necessary things, this will attract the attention of the commission, which will be sure that you really are;
  • Create an original project, it must be unique. Its advantageous difference from others will allow it to be approved by the commission;
  • Specify the correct goals of the project. Their goals cannot be to get money or cars for themselves. You must formulate proposals that do not concern you personally and your earnings. They can be aimed at developing the region, helping the population, developing exports, etc., that is, on what is important for the country and its economic growth.

Help for small businesses: organizational support system + 4 detailed options.

A small business that gives its owner financial independence is the dream of everyone who doesn’t want to work for their uncle.

Unfortunately, not everyone can boast of having a decent amount in their account to start their planned project.

Of course, there is always a way out. In this case, there are several of them - be patient and earn capital, take a loan or borrow from relatives/friends/acquaintances.

But there is also an option like small business assistance, which comes in several types.

So, today we will talk about how our state supports the development of beginning and experienced entrepreneurs.

State assistance to small businesses: organizational system for supporting entrepreneurs

The main regulatory act that we need to rely on in our article is Federal Law No. 209 “On the development of small and medium-sized businesses in the Russian Federation.”

Its full text can be found by following the link: http://www.consultant.ru/document/cons_doc_LAW_52144

Also, each region has its own body, which is responsible for implementing measures to help entrepreneurs.

Their complete list is posted on the official website of the Ministry of Economic Development of the Russian Federation in the “Small Business” section: http://economy.gov.ru/minec/activity/sections/smallBusiness

Why is it so important to support entrepreneurs?

Thus, in Russia, thanks to small and medium-sized businesses alone, more than 16 million citizens are provided with work (which is a quarter of the total employed population).

In addition, 20% of GDP comes from SMEs, although in the world this figure is close to 35%, so we have room for improvement.

The role of SMEs in the economy of an entire country is very significant. Let's briefly talk about its importance:

  • creation of new jobs;
  • formation of healthy competition in the market and adequate pricing of goods and services;
  • revenues to budgets of all levels;
  • filling those niches where large businesses cannot fit in (providing household services to the population, small wholesale, marketing).

But small and medium-sized business owners have to constantly face problems and difficulties:

  • economic instability in the country;
  • lack of financial resources both for opening and developing a business;
  • high tax burden and complexity of preparing financial statements;
  • constant changes in legislation;
  • lack of personnel (qualified specialists prefer to work for business “sharks”, ignoring entrepreneurs);
  • difficulty in obtaining loans (not every bank wants to get involved with a small business).

Agree, not every experienced businessman will be able to withstand the difficulties described above, what can we say about beginners.

That is why the state must provide assistance to entrepreneurs.

In 2016, more than 11 billion rubles were allocated from the Russian budget to support SMEs.

But, unfortunately, the amount of assistance to small businesses from the state tends to decrease.

Thus, in 2014, about 20 billion rubles were allocated to support SMEs, and already in 2015 - 17 billion. In 2016, it was planned to provide financial assistance in the amount of almost 15 billion from the federal budget, but in fact it turned out to be 11 billion.

In 2017, this trend towards a decrease in financial assistance continues. The state is ready to provide only 7.5 billion rubles.

Therefore, those who count on it will have to make a lot of effort to get it.

The structure of expenses for assistance to small businesses in 2017 looks like this:

ExpensesAmount, billion
Establishment of infrastructure for SME development3,06
Activities to support single-industry municipalities0,74
Creation and development of information and consulting support0,72
Creation of infrastructure to support SMEs operating in the field of innovation and industrial production0,69
Completion of capital construction projects1,6
Promoting the development of youth entrepreneurship0,23
Creation of multifunctional business centers
0,135

We’ve sorted out the numbers and facts, but what is the government’s assistance to small businesses?

So, there are the following forms of support for SMEs:

  • financial - provision of financial resources for opening and developing small businesses (compensations, subsidies, grants, soft loans);
  • property - provision of state property to entrepreneurs on the right of use (land plots, industrial premises);
  • information and consulting- formation of information systems, as well as free consultations on doing business (trainings, seminars, courses);
  • infrastructure- creating comfortable conditions for doing business, as well as creating business incubators, multi-purpose funds, entrepreneur centers;
  • organizational- assistance in participation in exhibitions and fairs.

Help for small businesses: who can count?

The priority areas that the state is ready to help are:

  • area of food and industrial production;
  • innovation;
  • provision of household and utility services;
  • healthcare;
  • tourism, in particular ecotourism;
  • folk craft and creativity.

Help for small and medium-sized businesses: 4 types

In general, we can distinguish 4 types of financial assistance to small and medium-sized businesses from the state. Let's look at each of them.

1. Money from the employment center (self-employment grant).

In order to combat unemployment and informal employment, the state is ready to provide one-time financial assistance for starting a small business.

The amount of assistance in 2017 is 58.8 thousand rubles.

If your business can provide work for one or more citizens, then the self-employment grant can be increased by 58.8 thousand rubles. for each hired employee.

This program applies exclusively to the opening of individual entrepreneurship and cannot be applied to:

  • minors (under 16 years of age) and pensioners;
  • full-time students;
  • current individual entrepreneurs or founders of LLC;
  • citizens with disabilities belonging to a non-working group;
  • young mothers on maternity leave;
  • those who work under an employment contract;
  • those who refused the job offered at the employment center.

In addition to the documents that must be submitted in order to register with the employment center, in order to receive government assistance for small businesses, you will need:

  • statement;
  • copy of bank account;
  • project.

If you are unemployed and want to get start-up capital to start your own business, you will need to take the following steps:

So, your application is approved, after which they will conclude an agreement with you that you have received money to open a business. The funds received must be spent only for their intended purpose and must be moved strictly according to plan.

You must appear within the deadlines established by the employment center to provide reports on the funds spent.

In case of violation of the terms of the contract (misuse, termination of business activities ahead of schedule), you will have to receive the assistance you received.

2. Grants for beginning entrepreneurs.

This option of helping small businesses from the state is suitable for those who have a certain amount for its opening and development.

That is, funds are ready to compensate part of the costs of opening a business in the amount of up to 500 thousand rubles.

The grant scheme is as follows:

    Drawing up a strategy.

    This includes drawing up a detailed business plan that will cover production, organizational, financial, and marketing issues.

    Study of public funds.

    On the ministry’s website you can find bodies and funds that are ready to support.

    Familiarize yourself with the areas and requirements for candidates in which organizations operate.

    Preparation of documents and application.

    You need to approach this stage with all responsibility, because if even one document is missing or the application is filled out incorrectly, the commission may reject your candidacy.

    Submitting an application and waiting for the commission's decision.

    The commission draws up a certain point system by which it evaluates submitted projects.

    The one who scores the most points will become the recipient of the grant.

The funds received can be spent on the purchase of equipment, equipment, raw materials, and covering rent, but not to pay salaries to employees. In any case, the use of money should be targeted.

Unfortunately, not everyone can receive such a grant to open a small and medium-sized business.

For the rational distribution of financial resources, the state can determine various requirements for candidates:

  • entrepreneurial age no more than 2 years;
  • completing basic courses on entrepreneurship;
  • the business should not be associated with gaming, banking, insurance activities, as well as the provision of intermediary services and resale of goods;
  • absence of debts to the state;
  • employment of a certain number of people.
  • laid off from their previous place of work;
  • university graduates;
  • single mother;
  • retired military;
  • disabled people.

Ideas that the commission will consider for grants:

  • innovation;
  • socially significant industries;
  • Agriculture;
  • export-oriented production;
  • education;
  • tourism;
  • advertising, marketing.

3. Loan on preferential terms.

Getting a loan from a bank is quite difficult and painstaking work, which does not always end in success.

Therefore, why not try your luck and ask for a loan from the state, but on preferential terms?

The essence of obtaining a preferential loan comes down to the following:

  1. Guaranteed lending support is provided by the Federal Corporation for the Development of Small and Medium Enterprises.
  2. As of this year, preferential rates for lending to small businesses are 11%, for medium-sized ones - 10% (for comparison: you can take out a loan on regular terms at 24-25% per annum).
  3. The maximum loan size is 1 billion rubles, and the term is 3 years.
  4. Loans are issued to those entrepreneurs whose successful activities last for about six months.
  5. Loans are not issued to those who are on the verge of bankruptcy, who have outstanding debts and questionable credit history.

A loan on preferential terms can be issued for the following purposes:

  • increase in working capital;
  • purchase of real estate and transport for doing business;
  • participation in government contracts.

4. Subsidizing small and medium-sized businesses.

Assistance to small businesses from the state in the form of subsidies is carried out on the basis of Decree of the Government of the Russian Federation No. 1605: http://www.consultant.ru/document/cons_doc_LAW_173683

For those who don’t know: subsidies are the receipt of a certain amount of funds for specific purposes.

As a rule, money is issued free of charge and irrevocably. Unlike a grant, the amounts of which are received in tranches, the subsidy is received in one amount at once.

To help small and medium-sized businesses, the following types of subsidies are issued in the following amounts:

Type of subsidySum
Subsidies for loan interest reimbursementCompensation of 3/4 of the key rate of the Central Bank of the Russian Federation on the date of conclusion of the loan agreement (up to 5 million rubles and no more than 70% of the actual costs incurred)
Subsidies for reimbursement of part of the costs under financial lease (leasing) agreements5 million rubles. (but not more than 30% of the cost of the leased item)
Compensation for part of the costs associated with training and (or) advanced training of employees75% of the cost of training, but not more than 90 thousand rubles, for each trained employee
Reimbursement of part of the costs associated with the payment of the first payment (advance payment) when concluding an equipment leasing agreement for the purpose of creating and (or) developing and (or) modernizing the production of goods (works, services)100% of the paid fee (advance payment) of the equipment leasing agreement, but not more than 3 million rubles.

The size of subsidies may differ in different regions, but the scheme for issuing them is approximately the same:

  1. Compliance check:
    • the period of activity of the enterprise is no more than 2 years;
    • no debt;
    • the candidate himself is able to cover the costs of the project in the amount of 50% of the total amount.
  2. Filing an application
  3. Acceptance of application
  4. Competitive selection
  5. Receiving subsidies, providing reports on the targeted use of assistance to small businesses.

The new government program gives beginners the opportunity

entrepreneurs to open their own business.

How to get this help is described in detail in the video:

Small Business Assistance Program

In 2017, the following government assistance programs for small businesses will be in effect:

  • “Cooperation” - you can get up to 20 million rubles. for business development, namely: improving the quality of the goods produced or services provided;
  • “Development” - the maximum amount of assistance to small businesses can be 15 million rubles, which must be spent on improving production and creating new jobs;
  • “Start” - carried out in 3 stages: 1 million rubles, 2 million rubles. and 3 million rubles. This small business assistance program focuses on the creation of new products and technologies.

The proposed list does not end here, since there are many other programs, as well as funds that provide support to entrepreneurs.

Help for small businesses is not limited only to the state. There are many foreign venture and investment funds that are ready to cooperate with young and promising entrepreneurs.

You just need to knock on all doors, and not wait for someone to sponsor your idea.

Of course, those who produce a socially significant product or have made an innovative breakthrough have a greater chance of success. But again, everything is in your hands, so don’t be lazy and start taking action.

For example, the city authorities are ready to subsidize up to 1/3 of the cost of the leased item excluding VAT (value added tax), but in amounts not exceeding 5 million rubles.

Before summarizing the information presented, it is worth noting that

A program of assistance to young entrepreneurs from the state is now being implemented to a very significant extent. However, obtaining development grants is not so easy.

If an individual entrepreneur has questions about receiving a subsidy or the possibility of closing the registration of his activities with outstanding debts, he can get advice:

  • in the territorial Fund for Support of Small Entrepreneurs;
  • at a local business incubator;
  • from a private consultant.

Subsidies for individual entrepreneurs: what to keep in mind

When applying for state support for your own business, you should remember some nuances, in particular:

  • if you are planning activities related to real estate, alcohol, tobacco products, or performing supply functions, then you cannot count on help from the state;
  • the future entrepreneur must have his own financial resources, since the state, as mentioned earlier, is ready to provide him with only partial financial support (usually no more than 40%).

Also in 2018, regions may have their own programs for supporting and subsidizing individual entrepreneurs, which a future entrepreneur can learn about from the media or get advice from specialists directly involved in these issues.

Not all aspiring entrepreneurs are aware that they are entitled to government subsidies for starting a small business in 2019. But government subsidies are an opportunity to receive a certain amount to replenish start-up capital without burdening yourself with expensive loans and getting into endless debt. It is important to take into account the fact that the state deduction is provided without mandatory repayment.

The state is interested in the development of small businesses, since it revitalizes the economic situation, contributes to market expansion, and the development of the competitiveness of domestic production.

Last year, the Russian Federation was ready to spend 17 billion rubles on subsidies to small businesses based on the budget. In 2019, this amount, unfortunately, was reduced to 11 billion rubles. It can be assumed that these funds will most likely finance projects that have already begun. Nevertheless, many are attracted by the opportunity to receive a subsidy from the state to open and run a business. The following structures provide support to start-up entrepreneurs:

  • Employment Center;
  • Department of Entrepreneurship;
  • Local administration.

Let us note that those individual entrepreneurs who have gone through all stages of development and taken advantage of the state subsidy program note the favorable conditions for obtaining subsidies and the efficiency of the entire procedure.

It is worth noting that the financial contributions in question are gratuitous, unlike commercial bank loans. An individual entrepreneur, receiving such a subsidy, assumes a certain range of obligations, but they are not directly financial in nature. At the moment, these norms remain relevant.

In addition, special support is planned in 2019 in the fields of innovation, agriculture, medicine, tourism and, of course, education. Economic analysts are already predicting a significant surge in the activity of small and medium-sized businesses.
Experience has shown that receiving a subsidy from the Russian state is a fairly effective and expedient mechanism for activating the small and medium-sized enterprise segment. The main feature is that the conditions of entrepreneur support programs may differ in different regions.

Algorithm for processing government subsidies in 2019

The procedure for obtaining a subsidy for small business development is characterized by some technical and legal features. First of all, you need to be an official entrepreneur. If such a status exists, then it is necessary:

  • registration of an individual entrepreneur as an unemployed person at the Employment Center and inclusion in the relevant state registers;
  • providing the Employment Center with a thoroughly developed business plan (this document includes the intended scope and nature of future activities, indicating the location of the enterprise; the need for technical equipment and raw materials supplies; the level of expected income; an analysis of the profitability of the project as a whole);
  • approval of the business plan at the Employment Center;
  • registration of individual entrepreneurs with the Federal Tax Service;
  • re-applying to the Employment Center with an application to receive subsidies, supported by a package of necessary documentation;
  • conclusion of a subsidiary agreement between the individual entrepreneur and the state.

The fundamental feature of this small business financing system is that there is no need to return material resources received by individual entrepreneurs from government agencies when opening a new enterprise.

The initial stage of processing subsidies when opening a private enterprise is handled by the Employment Center - this is where all the basic information about the business activity of all categories of the population of the Russian Federation is concentrated. The employment center reviews business ideas submitted by applicants and determines their viability.

All initial information about the individual entrepreneur, his business plan, and the projected level of economic efficiency passes through the Employment Center.

In 2019, the role of the Employment Center in the procedure for regulating the economic activity of the population is expected to be further strengthened, this is due to the fact that many citizens are now in search of a permanent source of income. In addition, it is necessary to achieve maximum transparency and efficiency of the mechanism for receiving government subsidies.

In particular, the Employment Center provides a full range of necessary documentation in the shortest possible time, and the Employment Center employees are highly qualified and ready at any time to provide the full range of theoretical and practical assistance required by individual entrepreneurs at the stage of registering and opening their own business.

Every individual entrepreneur, when opening his own enterprise (even as a franchise), has the right to receive government support. The amount of such a subsidy varies depending on many factors, including the social status of the entrepreneur, but cannot be less than 60 thousand rubles.

Insurance, lending and banking services are not subject to government subsidies.

Funds can be obtained for all other legal activities if the entrepreneur has his own start-up capital in the amount specified by law.

It is much easier for individuals with Moscow registration to obtain subsidies in the capital, and, in addition, such entrepreneurs have several categories of subsidies to choose from.

Capital registration also determines the general subsidizing algorithm, which is not always fair for beginning entrepreneurs from other, more remote regions of the Russian Federation.

An individual entrepreneur, receiving a subsidy, undertakes to spend this financial amount on the development of his own business, but he can determine the scope of the initial use of capital independently. For example, funds can be directed to:

  • improving the material and technical base of the enterprise;
  • purchase of necessary equipment and industrial capacity;
  • renovation, expansion and construction of new premises for the enterprise;
  • purchase of raw materials for production;
  • expansion of staff;
  • costs of the company's intangible assets.

Individual entrepreneurs may also be provided with other expense items associated with opening and developing their own business. In general, the legislation of the Russian Federation is quite liberal in the distribution of subsidies. The entrepreneur enjoys complete freedom regarding the use of funds received as a result of subsidies.

An important point when receiving financial assistance in 2019 is that if the individual entrepreneur applying for a subsidy has not officially worked anywhere for the last five years, the Employment Center specialists can legally refuse to receive financial assistance. After all, if a person previously had money from somewhere for everyday needs, then he will be able to provide for himself in the future.

It is worth remembering that subsidies for business development are free of charge. The return of subsidized funds is not provided for by law. The only exceptions may be certain cases stipulated by the mechanism for providing subsidies.

The only condition is to receive complete and reliable reporting from the entrepreneur on the costs incurred. The collection and verification of this information is carried out by the Employment Center, as well as fiscal control authorities.

In case of misuse of the provided funds, the state has the right to demand their return, taking into account a certain amount of penalty. However, such precedents are extremely rare, since most beginning entrepreneurs are extremely responsible about the opportunity to receive financial government support for the development of their own business.

Organizing your own business requires significant financial investments from the entrepreneur. However, not everyone has enough money to start a business. Therefore, entrepreneurs need help, including financial assistance. The state seeks to support small businesses by providing subsidies for individual entrepreneurs in 2019. It is important to know when and how much money you can get for free to organize and develop your own business.

Types of government assistance

Assistance to individual entrepreneurs from the state is provided in several forms: financial, property, information, and infrastructure.

You can count on the following types of financial support:

  1. funds from the employment center;
  2. grant for start-up entrepreneurs;
  3. preferential lending;
  4. subsidizing.

Funds for opening an individual entrepreneur through the employment center are allocated in order to combat unemployment and maintain self-employment. Such assistance represents one-time financial support in the amount of sixty thousand rubles. These funds can be spent exclusively on organizing your own business. If a businessman plans to employ one or more employees in his activity, the amount of the subsidy increases in proportion to the number of employees hired.

For beginning businessmen, special funds can compensate up to five hundred thousand rubles spent on creating a business. Grants are traditionally allocated for development in those sectors that are significant for the state. Today these are agriculture, innovation, education, areas of social significance and other areas.

Preferential lending involves issuing loans to individual entrepreneurs at rates that are lower than in banks. Today they amount to 11% per annum. You can receive up to one billion rubles for a period not exceeding three years. It should be borne in mind that only those individual entrepreneurs who have been successfully operating for more than 6 months can count on preferential loans. At the same time, the entrepreneur should not have outstanding debts or damaged credit history.

Subsidizing individual entrepreneurs involves issuing funds for specific purposes. In this case, you can count on government assistance to reimburse part of the interest on the loan, overpayments and the down payment for leasing, training and advanced training of workers.

Regardless of what the small business support scheme is, subsidies are issued only after going through a difficult procedure. First of all, you will need to develop a business plan and provide well-written documents. When the assistance is allocated and spent, you will have to document the directions in which the funds were spent.

Conditions of receipt

Don’t think that it will be easy to get free subsidies for individual entrepreneurs from the state. In fact, extensive and serious work will have to be done.

After registering with the employment center and receiving official unemployed status, the entrepreneur must go through the following steps:

  • choose a field of activity;
  • draw up a detailed business plan, in the final part it is important to carry out an economic as well as social justification of the significance of the business being opened for the development of a particular region;
  • conduct state registration of entrepreneurship;
  • submit the documents, application, and business plan prepared according to the list to the relevant authorities.

The submitted application is considered by the commission. The duration of this process reaches sixty days. After the review procedure, the commission makes a decision, which is sent to the entrepreneur by registered mail.

It is important to keep in mind that when receiving government support, an individual entrepreneur takes on specific responsibilities. First of all, they involve submitting reports. Subsequently, the individual entrepreneur is obliged to provide a report on the expenditure of the funds received. In this case, it is important to attach checks, payment orders, receipts and other documents confirming the direction of expenditure of funds.

When learning how to open an individual entrepreneur through the employment center, it is worth learning an important rule. If a businessman cannot provide documents regarding the direction of spending the money received, he will have to return the subsidized funds to the state.

In addition, a business organized with government support must operate for at least two years. This condition makes it possible to exclude financing of fly-by-night companies.

Drawing up a business plan

A subsidy for opening an individual entrepreneur is issued only if a well-written business plan is provided. There is no established template according to which such a document is drawn up.

However, there are a number of points that must be considered in the business plan:

  1. The first part necessarily contains the personal data of the entrepreneur. Here you should describe in detail the features of the chosen field of activity and explain why the chosen business is significant for the state.
  2. The second chapter of the business plan contains a description of the project. It is important to pay attention to the activities through which it is planned to achieve a specific profit level.
  3. When drawing up a business plan, studying the market, as well as the niche that the entrepreneur plans to occupy in it, is of great importance. Here you will have to describe the work process in detail, make a list of the necessary fixed and working capital, and provide a staffing table. In addition, at this point the cost of the project is calculated, as well as the payback period.
  4. At the end of the business plan, information about the expected risks is provided. It is important to foresee in what ways the entrepreneur will avoid them.

Only a well-drafted plan can become the basis for obtaining a subsidy for organizing and developing a business. Without this document, no commission will consider the possibility of government support. It must contain real data and calculations, since after receiving funds you will have to spend them exclusively in accordance with this document. Subsequently, the costs must be documented. The Commission of the Employment Exchange (Employment Exchange) will check their full compliance with the business plan.

Where can you spend subsidies for small businesses from the state?

Assistance from the state to individual entrepreneurs is targeted. This means that there is a strictly designated list of areas where you can spend the money received. They should be followed both when receiving money to organize your own business and to develop it.

The directions for spending the subsidy are necessarily reflected in the business plan. An entrepreneur cannot spend funds at his own discretion.

Assistance to individual entrepreneurs can be aimed at solving the following problems:

Do not forget that the entrepreneur will have to report where the funds provided were sent. This is why it is important to keep all supporting documents. It is necessary to carefully collect checks, transfer orders and other payment papers.

Reasons for refusal

Not only studying how to obtain a subsidy is of great importance. It is also important to know why government assistance may be denied.

There are several circumstances that can lead to a negative decision on an application for a subsidy:

To maximize the likelihood of a positive decision on a subsidy application, it is important to take into account all the reasons for refusal and try to avoid them.

Changes in 2019

In 2019, the main goals pursued by the support of individual entrepreneurs remain the organization of a new business, as well as an existing one. As before, this method of financing has the most important advantage, which is that it is free of charge. However, there are also serious disadvantages - complexity in registration, the need to put in a huge amount of effort in the absence of guarantees of a positive solution.

This year, the government plans to introduce a completely new system, which is based on the principles of a geomarketing navigator. For this purpose, more than 200 business plans were written, which characterize 75 areas of entrepreneurship. Such a system will help an individual entrepreneur decide which area and niche he should consider to create his own business. If the project is implemented, it will be an excellent support for entrepreneurs both in 2019 and in the future.

Other types of support that individual entrepreneurs can receive from the state in 2019 include:

  • transfer of real estate for rent on favorable terms;
  • the use of infrastructure that was specially created by government bodies for the purpose of developing entrepreneurship - business incubators, technology parks and other companies;
  • sale of property owned by the state at a reduced price.

In 2019, it is planned to provide not only one-time financial assistance to individual entrepreneurs, but also issue government grants. To participate in such subsidies, an appropriate application should be sent to the authorities involved in the distribution of funds.

In 2019, the Ministry of Economic Development is going to start using a qualitatively new register of small and medium-sized businesses. It will be created automatically. If an entrepreneur is included in the new register, he will be able to count on subsidies issued to support small businesses.

Government assistance can be an invaluable support in creating and developing an individual entrepreneur’s business. It is worth considering this possibility, because the subsidy is free of charge.
