What's the point of a highway with a speed limit of 130 km/h, if you can't reach that speed, you'll have to stand in line at the ticket office every 7 km.
This suggests that the customer does not believe that the main purpose of the traffic will be through passage to the Minsk highway. So, after all, the goal is exits 1 and 2.

The officials need the route. They are just going from the center to Rublyovka and back. They are driven by schedules and morning meetings. They need a route where others can not be allowed in, weeded out by payment and the inconvenience of queues. The officials themselves will travel along the green corridor with special passes. They do not need exits and entrances along the way, only the final points - Rublyovka - Center. There is no benefit for the city here. And they can easily compensate for the construction of such entertainment from the budget.
And yes, 2 billion per kilometer is not money for such purposes.

The capital's authorities have announced a competition for the design of the Southern alternate route for Kutuzovsky Prospekt. In addition to design and survey work, the city is ready to bear the costs of clearing the territory, relocating utility lines and connecting completed road facilities to utility networks. The construction of the highway itself will have to be financed by investors who are going to build real estate near the backup route.

The construction department announced a competition for design and survey work. It is carried out in addition to the planning project new route, which the capital’s mayor’s office approved in 2015. The winner of the competition will have to carry out design and survey work in a volume sufficient for the subsequent construction of about 11.5 km of road, including 5.5 km of the main route, 4.3 km of exits, 1.2 km of Minskaya Street and 0.5 km of adjacent street sections -road network.

In addition, on the projected site (from Minskaya Street to the Third Transport Ring) it is planned to build four underground pedestrian crossings and about 4 km of noise barriers. The future highway will first pass through the territory of the Ochakovo industrial zone, which is currently under renovation, and then cross four Moscow districts - Ochakovo-Matveevskoye, Ramenki, Fili-Davydkovo and Dorogomilovo. Just as in the case of the Northern alternate, a significant part of the route runs along the railway tracks of the Kyiv direction.

But the road also has a peculiarity - the protected area “Natural Reserve “Valley of the Setun River” falls within its sphere of influence.
The railway, a specially protected natural area, as well as existing highways, with which the construction of the Southern backup should be linked, determine the presence in the project large quantity artificial structures. In this section, the backup passes near the protected area (more precisely, right above it), but the city administration assures that the flora and fauna of the natural reserve will be practically unaffected. The competition announced by the construction department provides for the design of only part of the backup and the artificial structures listed in the layout project. The initial (maximum) contract price is RUB 1.022 billion. The city administration reminds that the route will be built within the framework of a public-private partnership, although on different terms than the Northern Backup, for which a concession agreement has already been concluded. “The Targeted Investment Program provides funds for designing the facility, clearing the territory, relaying utility lines and connecting road facilities to utility networks. The most famous development project, gravitating towards the Southern Understudy, belongs to the Inteko company.
